That's because it is attractive to heterosexual men. Short hair is attractive to lesbians, and less 'secure' men.
Women with short hair are not necessarily trying to attract other women. They may just want the decreased maintenance. But any man who tells a woman " You look great with the short hair. Really, honey." is just trying to get laid.
