Phil - it's called a vocoder. It's what makes his voice sound computerized. A lot of R&B bands in the late 70s & early 80 used it. Think Zapp singing "Computer Love" or "I Want To Be Your Man." More recently, T-Pain has been using one as well, along w/ Chris Brown.
