Heather Locklear DUI Bust Gets Confusing

Apparently, no charges have been filed against Heather Locklear in regards to her weekend arrest, according to Deputy District Attorney Lee Carter. In the 911 call placed by Jill Ishkanian, it was stated that Locklear appeared to be under the influence of some controlled substance.

However, another witness now tells E! that Heather "did not seem to be drunk at all." Resident of Santa Barbara Alex Paillon claims that he saw the Melrose Place star moments before she was arrested by police and his story differs greatly from the one being told by other witnesses.

"I was really surprised to hear she got a DUI because, I mean, I just saw her coming out of the store. She looked fine." So, the D.A. says that he's waiting for a toxicology report before taking any legal steps against Locklear.

Is it a crime to run over sunglasses in a parking lot? If so, then I might have to alter my weekend plans.
